Cebu’s next wave of urban growth is taking shape across three large-scale estates as Ayala Land, Inc. accelerates development beyond its established business districts. Building on the momentum of Cebu Business Park and Cebu I.T. Park, the company is expanding its footprint through Seagrove in Lapu-Lapu City, Gatewalk Central in Mandaue City, and South Coast City in Cebu City.
The expansion reflects Cebu’s strengthening position as a regional hub for tourism, business process outsourcing, retail, and infrastructure-led investment, with new growth corridors emerging across Metro Cebu.
At a recent Sales Summit with brokers and sellers, Ayala Land executives outlined how these developments are intended to complement Cebu’s evolving urban landscape while supporting long-term investment opportunities.

“We are expanding our footprint strategically across Cebu City, Mandaue, and Lapu-Lapu. This is our Next Wave of growth centers—grounded in the proven blueprint of Cebu Business Park and Cebu I.T. Park, and enhanced through years of experience in developing successful mixed-use communities all over the country,” said Jay Teodoro, Head of VisMin Estates for Ayala Land Estates, during the company’s recent Sales Summit with its network of sellers and brokers.
He added that each estate is being positioned to serve distinct demand drivers within the province, with a limited release of commercial lots available for investors.
Seagrove: Cebu’s coastal eco-leisure destination

In Lapu-Lapu City, Seagrove is being developed as Ayala Land’s first leisure-focused estate in Cebu, located within Mactan Island’s tourism corridor. The site is situated near major hotels, international resorts, and Mactan-Cebu International Airport, one of the country’s busiest gateways.
Defined by its coastal setting, including mangrove frontage, the estate incorporates a sustainability and biodiversity program intended to balance development with environmental protection.
Plans for the community include a town center and boardwalk designed to integrate commercial activity with the natural waterfront environment, aligning with Cebu’s continued growth in tourism.
Gatewalk: Mandaue’s central commercial and lifestyle center

In Mandaue City, Gatewalk is taking shape as a mixed-use commercial and lifestyle district.
Key components are already underway, including an Ayala Malls development scheduled to open by the fourth quarter of 2026 and an office tower targeted for completion in 2027. The estate will also feature a transport terminal and greenway networks designed to improve pedestrian access and mobility.

With a layout inspired by pedestrian-first districts such as Bonifacio Global City (BGC), Gatewalk integrates retail, office, and public spaces within a connected urban environment. The development aligns with Mandaue’s ongoing transition into a more integrated mixed-use city center.
South Coast City: The entertainment capital of the region

In Cebu City’s South Road Properties (SRP), South Coast City completes the three-estate expansion. The joint venture between Ayala Land and SM Prime is positioned within one of Cebu’s fastest-growing development corridors.
The district is envisioned as a new urban center anchored on entertainment and commercial activity, with major components including the SM Arena, SMX Convention Center, and a central park expected to open within the year.
Additional elements such as hotels, office spaces, retail zones, and lifestyle destinations are also planned to support long-term economic activity in the area.
Growth outlook for Cebu
While each estate serves a distinct function—Seagrove for eco-leisure, Gatewalk for urban lifestyle commerce, and South Coast City for large-scale entertainment—they collectively form a broader strategy to support Cebu’s next phase of growth.
“Each estate has a clear identity. Each powers a different economic engine, and each gives investors real choice—whether it’s Seagrove as our eco-leisure estate, Gatewalk as our lifestyle estate, or South Coast City as our entertainment estate,” Teodoro said.
With sustained infrastructure development, rising tourism activity, and continued private investment, Cebu’s urban expansion is expected to accelerate further, with new mixed-use centers reshaping the metropolitan landscape.
