Carmona’s inclusive blueprint wins prestigious UN accolade

The City of Carmona, Cavite, recently achieved a historic milestone after being named a recipient of the prestigious 2026 United Nations Public Service Awards (UNPSA). Out of 700 entries from public institutions worldwide, the city was recognized under the category “Delivering Inclusive and Equitable Services to Leave No One Behind” for its pioneering initiative, the “Holistic Framework for Disability Inclusive Governance (“Kalingyakap”)”.

City Mayor Dahlia A. Loyola formally accepted the honor during the 2026 UNPSA Ceremony held last June 22 in Tbilisi, Georgia. The award, considered the highest international recognition for excellence in public service, honors government initiatives that advance the UN’s Sustainable Development Goals (SDGs) through responsive, people-centric governance.

Carmona’s Kalingyakap program was lauded for its comprehensive approach to championing the rights, welfare, and active community participation of persons with disabilities (PWDs). By institutionalizing disability-inclusive policies and enhancing access to government services, the framework ensures that PWDs are treated as active partners in local development.

This global accolade highlights the dedicated efforts of the Office of the Persons with Disability Affairs Officer (PDAO) in fostering an accessible and empowering environment. For a young city growing sustainably, the recognition affirms its commitment to its guiding principle that no one will be left behind because “Bayan Muna Lagi at Dapat Angat Lahat”.
